To fix this problem you need to try one of the following steps
Begin by rebooting your Foxtel box and resetting your Foxtel remote. Open the battery cover of the remote to locate a reset button. Press and hold this button for a few seconds, then release it. Next, attempt to pair your remote with the IQ box by bringing it closer. Hold down the Foxtel and Select buttons simultaneously for approximately 4 seconds until the LED light flashes blue. Release the buttons; your remote should now be paired.
Try new batteries, If your remote is still flashing blue, another possible reason could be that its batteries have run out of power. Simply purchase new batteries and replace them in your remote. I recommend purchasing the AA4 Energizer batteries, which can last for over 12 months even with all functions turned on.
